Prison-bound, a grave Rod Blagojevich bids farewell to his public

Former Illinois Gov. Rod Blagojevich is slated to report to prison Thursday to serve a sentence for corruption. On Wednesday he bade a public goodbye at an event that was half solemn, half street fair.

Before former Illinois Gov. Rod Blagojevich reports to prison Thursday, he did what he perfected over three rocky years trying to fight federal corruption charges: He spoke to the people.

Mr. Blagojevich received a 14-year prison sentence in December after two federal trials, being convicted in the second one of charges related to the attempted "sale" of President Obama?s former US Senate seat, which he had the power to appoint. He must report Thursday afternoon to a federal prison in Englewood, Colo., where is expected to serve at least 12 years of his sentence.

But before leaving Illinois, he staged a public relations fete outside his house in Ravenswood Manor, on Chicago?s North Side. Billed as his ?public goodbye,? the event felt like a summer street festival: The street was blocked off to accommodate the media onslaught, as well as more than 100 well-wishers and curiosity-seekers, some carrying signs (?Free Blago?), banners, and anything they could get the former governor to sign.

Cued to make the evening news of the local TV stations, all of which carried the event live, Blagojevich stood on his front lawn with his wife, Patti, and spoke extemporaneously for about 12 minutes.

He thanked his supporters and trumpeted his achievements as governor ? free Metra rides for senior citizens and breast cancer prevention screenings, for example, that were familiar refrains in his defense during both trials. For him, he said, they brought ?a sense of accomplishment? in providing services to ?ordinary people who didn?t have a voice.?

?I never raised the income tax on the people. I take that with me on my next journey,? he said.

Without directly addressing his political enemies or the team of federal prosecutors who recorded hundreds of hours of his conversations with aides, Blagojevich, a Democrat, described his actions as ?political talk? and said he felt that what he was doing, in regards to ?horse trading?-related campaign fundraising, ?was on the right side of the law.?

?I accept [the sentence] as hard as it is ? this is the hardest thing I had to do, but it is the law and we follow the law and I will be doing that tomorrow,? he said.

Parts of the event bordered on the surreal. At one moment, supporters tried to drape an American flag across the shoulders of Blagojevich and his wife, where it hung momentarily. Others tried to shove mementos in his hand. Chants of ?free our governor? burst out intermittantly.

Still, there were times that, despite the circus environment, Blagojevich appeared genuinely affected by the gravity of the situation. He acknowledged that he had trouble speaking the word ?prison? out loud. He lamented the effect his absence will have on his wife and two young daughters.

He said that he felt ?a tendency to focus on bitterness and anger? but that he had to fight himself ?not to go there.?

?We are teaching our children that through hard times and in tears, you have to live through hopes and not your fears,? he said.

Blagojevich was joined by his legal team and said he was appealing his sentence and that he still has ?great trust and faith? in the outcome.

His wife will not be joining him in Colorado. She is the realtor representing the couple?s five-bedroom, 3,817-square-foot home, which remains on the market for $998,000.

Before leaving, Blagojevich searched for an appropriate closing remark to leave the public until the next time ? a long time from now ? he?ll be before a microphone.

?I will see you around,? he said.

Then he pressed through the crowd and signed autographs for the rest of the hour.?

Factbox: How the 19 banks fared in stress tests

(Reuters) - The Federal Reserve said on Tuesday that 15 of the 19 largest U.S. bank holding companies passed this year's stress tests, meaning they would maintain a Tier 1 common equity ratio above 5 percent in a severe economic downturn.

The four companies that did not pass were Ally Financial, SunTrust Banks Inc, Citigroup Inc, and MetLife Inc, which failed because its minimum risk-based capital ratio, at 6 percent, was far lower than any other bank in the exams. The company said the Fed's standards were too "bank-centric" and not appropriate for insurers.

Here is a list of the 19 banks, their minimum capital ratios through 2013 under the test (including capital proposed by the banks) and whether the banks announced they had received approval from the Fed for dividend increases and/or share repurchase plans.

Medicaid cut would hit Florida's poorest patients, hospitals

Doctors and hospitals treating Florida's poorest patients face significant pay cuts in the state's nearly final budget.

Legislators will vote by Friday on a $70 billion budget that includes $304 million less to reimburse hospitals. A Florida Hospital Association analysis released Wednesday projects the state's hospitals will receive $642.8 million less for treating poor children, pregnant women and disabled adults in 2013.

This second consecutive year of Medicaid cuts will force hospitals to quickly decide what services to reduce or eliminate, said Kimberly Guy, chief operating officer at St. Joseph's hospitals for women and children, where the cuts could total $7.3 million.

"It's an incredible task to even begin thinking about," she said of cuts that will disproportionately affect the 186-bed St. Joseph's Children's Hospital in Tampa.

The 19 hospitals in Hillsborough and Pasco counties face more than $28 million in lost reimbursements, the hospital association report shows. The losses stem from overall cuts to Medicaid and new limits to the number of times an adult can visit emergency rooms.

Tampa General Hospital is projected to receive $10.6 million less next year, the fifth-largest cut among all state hospitals. The H. Lee Moffitt Cancer Center and Brandon Regional Hospital could see smaller cuts of about $2.3 million each.

Statewide, 3 million poor and disabled Floridians receive Medicaid, about half of whom are children. The state is responsible for administering the program supported by a combination of federal, state and local money.

Medicaid is a costly and growing program, and Florida law requires legislators to pass a balanced budget. That situation and an expected $2 billion drop in tax revenue make cuts inevitable, Gov. Rick Scott said.

"We have to deal with the fact that Medicaid is growing so fast," Scott said Tuesday in Tallahassee.

The proposed budget also is void of $438 million in federal Medicaid money to reimburse physicians. Scott has declined that money and millions more as part of his legal challenge to the national Affordable Care Act.

Many in the GOP-led Legislature support the governor's decision.

"It's Affordable Care Act dollars, and we're not taking them," House Health Care Appropriations Chairman Matt Hudson, R-Naples, told the News Service of Florida.

On Wednesday, U.S. Rep. Kathy Castor, D-Tampa, urged legislators to reconsider. The money would help increase payments made now to primary-care physicians and pediatricians who treat the poor, she said.

The cost of treating a Medicaid patient in Florida today is more than the state reimburses, said Louis St. Petery, a pediatrician and executive vice president of the Florida Chapter of American Academy of Pediatrics.

The $438 million represents less than 5 percent of the state's overall Medicaid funding. He says that without this assistance, treating children with Medicaid is a losing proposition.

"The doctors are being asked to donate to the state of Florida," St. Petery said during a conference call with Castor and reporters.

Rejecting federal money for Medicaid in today's economic environment is especially tough, said Guy, the St. Joseph's administrator.

"We do feel like we've been hit on both sides," she said.

Playboy Satellite Radio : The Wise Directory

Satellite radio has really taken off in some parts of the world, predominantly in countries with a huge land mass. Places like America, Canada, Europe and Australia, places where it is difficult to realize national coverage with traditional land-based radio broadcasting without hundreds of expensive sub-stations to amplify the signal.

Yes, without a shadow of a doubt, satellite radio is here to stay for a number of reasons. First of all, satellite radio is digital and therefore is able to produce sound of extremely high quality. Terrestrial digital radio can do that as well, you might say.

Yes, that is correct, but the footprint of terrestrial digital radio is quite small which means tht if you are driving a long distance, you will have to keep retuning your radio to a different station, whereas with satellite, the footprint can cover thousands of square miles.

A lot of new satellite radio channels are springing up all the time. It appears that everyone wants to get their hands on this new marvel of wide-area coverage at a cheaper price than it used to cost to cover a county. And why not? The advertising potential is quite fantastic compared to the old fashioned local AM or FM radio stations. Radio has now gone countrywide.

Playboy Satellite radio is one of those companies that has grasped the potential of satellite radio and set up its own channel with a large footprint. It was launched in March 2006 on the Sirius network by Christie Hefner and now has over one million subscribers, which is a truly impressive figure. There have almost certainly never before been a million opt-in subscribers to any radio network channel ever in history before.

What makes this number of one million subscribers even more striking is that the Playboy satellite radio channel is not part of a package or a bundle of other channels. No, people have to voluntarily phone up or go to the Playboy website and ask for membership in person, that is to say that it costs time and effort to join up and one million people thought that it was worth it.

Something else that is curious is that the Playboy brand is connected with visual stuff ? naked ladies, in fact ? and radio is well-known for not being particularly good at visual representation. It is clear that no radio station is going to make much progress in the market place using nudity as a trump card.

So what is going on here? Well, the fact is that no-one is really completely certain. You have to subscribe, but it is free at the moment. It is also true that the Playboy brand name is considered cool and distinctive among a certain stratum of society, but will that be enough to keep people tuned in? Only time will tell.

The answer probably lies in the fact that it is free and that it can be listened to over a large area, but they cannot be the only causes. There is probably a curiosity value too and the quality of the shows will have to be high as well.

At the time of the post, she was on yet another SSRI, Zoloft, plus Wellbutrin (a cousin of SNRIs that affects the activity of dopamine as well as norepinephrine), which was intended to counteract the sexual side effects of Zoloft. ?I don?t notice much of a difference with the Wellbutrin, but I?m on the lowest dose now,? she wrote. ?I?m going back to my psychiatrist next week, so maybe he?ll up it. Ennui and the Commonwealth Book Prize - Ecademy

I was happy to learn a few weeks ago that my new novel, A Conference in Ennui, published last December, had made it to the longlist for the Commonwealth Book Prize. Okay ...okay, sit down everyone and just put your hands up ; I will answer your questions one by one. Thank you.

How long is a longlist ? How many other books are also on it ? This I have no idea of, I am sorry.

What is the Commonwealth Book Prize ? It is a prize given for the best first novel published in the year preceding the current prize. A Conference in Ennui was my first novel, it has been named as a possible winner, and to me that has been quite exciting.

What is the Commonwealth ? Erm..., don't move an inch friend, a doctor should be on his way very soon.

Right, I will now tell you a bit about the novel which I am afraid is yet available outside Africa only from from Lulu Press , http://tinyurl.com/7vfcpas ' .Previous to this book, I'd had short story collections, poetry and drama published. I had even written books on such diverse topics as software engineering, health and well being as well as a couple of other topics . All these genres as you know, have their different requirements and characteristics. In creative writing, a short story for example needs to lift off and deliver the goodies within a few pages. It is a difficult genre ,but really the short story is my forte. I love the challenge of writing a good short story. When writing poetry on the other hand, not only is there the need, the desire to make your words transform into images in the reader's mind ; in addition these images ought to be handed in like a jigsaw puzzle box for the reader to assemble by themselves,I think . Never been my preferred type of writing. As for drama, those images need also breathe,to walk around, to have distinct attitudes which ought to naturally reveal in the way they speak and interact with one another. All of these genres do unfortunately also have unwritten rules which largely derive from the attention span of a typical audience , which is often rather too short.Phew ! Writing does is really hard work, isn't it ?

Okay, stick to writing novels then. With a novel, you have greater latitude for expression, I think ; you can make the timeframe a few hours or you can make it a million years. You can make your story visit all the countries in the world and go back and do it all over again,this time stopping for dinner in every one of them. Looks therefore that the length of a novel would then mostly depends on how much of writing stamina the writer has...and well, it does depend too on whether the story is interesting enough to hold the interest of the reader. That doesn't sound too unreasonable does it ?

Even though it went through a gestation period of nearly fifteen years , I wrote A Conference in Ennui within three months - all four hundred pages of the book . People who have read my short stories will probably recognise some of the characters and situations in the book , despite that names have been changed.In any case, the style is largely experimental : fusioning the powerful burst of the short story and the mellowness of narrative poetry , into as much drama as can be safely trapped between the two covers of a book . In other words, I had set out to write a book which I hoped should read somewhat like mainlining caffeine; however that ought to feels. I do think I managed to achieve something like that - but then judges always have their individual preferences.

First novels are usually docile animals : often too carefully and too safely crafted, giving the general impression that their authors never seem to have enjoyed writing them. Similarly, contemporary African writings have been notoriously plagued by a care for strict observance of good grammar and the desperate need to euphemenise situations for the pupose of being able to gain a lucrative entry into school reading lists. This is well understood , since the educational market has always been the primary for nearly all African writings ; and this may be why most contemporary new African authors strive to write in the style similar to that of Nobel Prize winner,Wole Soyinka and to Chinua Achebe , both of whom have long been successful supplier of educational books since the 60s . The predictable result has been new books which lack character, lack originality and therefore eventually lack a market. Simply put, I guess readers who buy Wole Soyinka know why they buy him, and certainly do not want to buy someone who writes "like" Wole Soyinka.

This problem of overcapacity and underused factories is one that automakers have long lamented, but can no longer ignore. Fiat, PSA Peugeot-Citroen, Opel, Renault and Ford Europe all are losing money in Europe ? even when sales in emerging economies such as China help keep the companies in the black.

"If I could do only one thing, it would probably be to create a flexible work environment to manage supply and demand," Marchionne, who is also chairman of the European Auto Manufacturers Association, said recently in Brussels.

Cars sales in Europe this year are forecast to decline by nearly 5 percent to 12.9 million units, according to the Center for Automotive Research ? down from 15.7 million in 2000.

European auto demand has dried up as consumer confidence buckles under the pressure of government austerity measures, rising and persistent unemployment and the deepening of southern Europe's recession. In addition, most of the pent-up demand was taken out of the market during "cash-for-clunkers" incentives that governments introduced to help automakers in the 2008 financial crisis. The countries with the biggest number of idle production lines are France, Italy and Spain.

Gaining a competitive edge with attractive new models and updated technologies, like those to be showcased by the 260 manufacturers coming to the Geneva event, may be part of the cure. But the tougher medicine will mean taking an ax to European factories ? which will lead to job losses.

"There are too many cars, and too many brands making similar cars. There is going to be lots of consolidation in the European market, and closed plants, and consolidation of brands," said IHS Automotive analyst Tim Urquhart.

There has already been a casualty: Saab Automobile filed bankruptcy in January after a two-year effort to revive the distinctive carmaker with one of the strongest brand followings in the industry.

Meanwhile, Chinese and Indian auto makers are beginning to gain a foothold in Europe. Last month, Great Wall Motors opened a factory in Bulgaria, becoming the first Chinese automaker to assemble cars in the European Union.

More positively, General Motors and France's PSA Peugeot Citroen this week announced a strategic alliance that gives the U.S. auto giant a 7 percent stake in Peugeot in exchange for a euro1 billion ($1.32 billion) capital increase. The two companies said that, together, they'll be better equipped to survive Europe's brutally competitive car market by developing a common small car platform by 2016, and with a combined purchasing power of $125 billion.

"I think (the) announcement from PSA and GM is an indication that people are looking for real solutions now. Just putting two companies together doesn't solve a capacity issue, so things are going to have to happen," Ford chief financial officer Lewis Booth told reporters in Detroit.

Ultimately, industry-watchers are expecting the deal to cut excess production capacity through plant closures.

Joseph Amaturo, an analyst at the Buckingham Research Group, said he expects GM to spend up to $2 billion to reduce European production capacity and headcount this year.

The GM-Peugeot alliance is among the signs that things are starting to shift in Europe, industry insiders and analysts said.

"In terms of the amount of restructuring in Europe, I feel that some things are more likely to happen this time than they have in the past, because all the major countries in Europe, and the minor countries, for that matter, are struggling with their own budget problems," Booth said.

That means governments are no longer prepared to pony up with incentives to scrap old cars or bridge loans to keep the automakers running, as they have in the past.

The GM-Peugeot alliance goes beyond the traditional tie-ups that the industry has seen before ? where carmakers combine technology, chassis and production facilities ? as the two automakers seek to gain efficiencies.

Family-controlled Peugeot is one of the most exposed to the European market, where it sells more than half of its 3.5 million cars a year. Last year, it lost euro439 million.

The strategic alliance could also help GM, based in Detroit, find a solution for its loss-making Opel and Vauxhall brands in Europe. General Motors Europe, which lost $700 million last year, is studying ways to cut costs, raising union concerns that a plant or plants could close.

European auto production has dropped from 18.5 million vehicles in 2007 to 16.6 million last year, according to IHS Automotive. It is expected to hit a low of 15.5 million this year, 2.47 million vehicles fewer than it has the capacity to produce.

Despite that, premium carmakers like Audi and BMW, mass producers like Volkswagen and new importers like Hyundai-Kia are ignoring the capacity fears at other European carmakers and beefing up their production to accommodate new models coming to market this year and next.

At Fiat, Marchionne is looking to the U.S. market, through the nearly 3-year-old alliance with Chrysler, to help restore health to Fiat's Italian production sites, running at 60 percent capacity, according to IHS Auto. With the European market waning, his goal is to produce cars in Italy for export to North America ? but he will only do that if he can win flexible union contracts that he says are necessary to be competitive globally.

For now, Marchionne has put future investments on hold ? once pegged at a total euro20 billion from 2011-2014 ? until the impact of the crisis becomes clear.

He has already closed one plant, in Sicily, at the end of last year against fierce labor and political opposition. And he told the daily Corriere della Sera recently that if his plan to export cars to the U.S. doesn't take shape, he'll have to close another two.

Marchionne said the problem of excess capacity is one that needs to have a coordinated response.

"National solutions are not enough," Marchionne said.

Jack Davis: Lessons to be Learned from the Ohio School Shooting

This week the nation has been grieving the terrible tragedy that has unfolded at Chardon High School just outside of Cleveland, Ohio. 17-year-old high school student T.J. Lane opened fire on a group of students Monday morning, leaving three teenagers hospitalized with serious injuries and three teenagers dead.

This incident strikes hard at high schools all around the country, including mine, as something like this could happen at any school.

Though the reasons for Lane's rampage are still unknown, there are a few possible triggers that students, teachers, and parents must be aware of in order to avoid future situations like these.

Tragedies like this can never be predicted, but there are things that we must understand in order to be able to prevent them. In the Chardon High School shooting, prosecutor David Joyce has described Lane as "someone who's not well." It is nearly impossible to imagine the mind of someone who is mentally distressed. Like under any circumstance, we must understand that what lies underneath any person's appearance could be an unsuspecting state of confusion and discomfort.

If it turns out that a factor in the shooting was mental illness, students, teachers, and parents alike must understand the extremes that someone in this condition can experience. I feel that students today, myself included, are not aware of the symptoms of such conditions and fail to understand that mental illness is a disease. By becoming further educated about these psychological states, I hope that we will be able to foster an environment that is more welcoming for all students, and in turn, hopefully prevent further situations like these.

Another lesson to be learned from this tragedy is the importance of taking even the smallest threat seriously. Last December, Lane posted a threatening Facebook status describing his troubles ending it with the words, "Die, all of you."

Though this was months ago, threats like these should not be taken lightly. If his post was properly addressed, this tragedy may have been avoided. If any of us see any threats that could suggest any trouble, we must report it to a parent, teacher, or faculty member, as it could prevent an event such as this one.

What I find even more troubling is that many of my peers and teachers know so little about the Chardon High School shooting. As I said, this could happen anywhere and we must know the extents that these tragedies can rise to. I can't emphasize how important this is and how much this angers me.

I am not saying that having a mental illness could excuse his horrible actions. I am only trying to get across the point that there are indicators that, if addressed, can often help prevent tragedies like this -- and that students, teachers, and parents across the country must be aware of them.

My sentiments echo those of Chardon School District Superintendent Joseph Bergant II, who said, "We're not just any old place, Chardon. This is every place. As you've seen in the past, this can happen anywhere."

This could have happened at any one of our high schools across the nation. We must understand the possible factors that could lead to such an event and strive to make everybody feel welcome all the time. As our society continues to work for equal rights for all, we must not forget those suffering from psychological illnesses. We cannot let this happen again.

Everyone is looking for ways to lower their gasoline bills. One way to do that is with a gas reward credit card. There are lots to choose from. Some offer points, others give you cash. Some can be used anywhere, others are limited to one brand of gasoline.?

?This is the perfect time to take a look at these gas cards,? says Beverly Harzog, credit card adviser for credit.com. ?And many cash-back cards are offering sign-up bonuses right now.??

Find the right card and you can easily cut your fuel bill by 3 to 5?percent. I contacted four websites that specialize in credit card comparisons ? CardHub.com, LowCards.com, Credit.com and NerdWallet.com ? and asked for their top picks for gas cards. Three cards got the most recommendations.?

  • Chase Freedom Visa: It pays 5 percent cash back on up to $1,500 of gasoline purchases in the first and third quarters. The rest of the year the gas reward drops to 1 percent. This card offers a $200 cash bonus if you spend $500 in the first three months. No annual fee.?
  • American Express Blue Cash Everyday Card: You get 2 percent back on gasoline, 3 percent on grocery and department store purchases and 1 percent on everything else. Spend $1,000 in the first three months of receiving the card and you get a $100 cash back bonus. No annual fee.?
  • Pentagon Federal Credit Union Platinum Rewards Credit Card: With this PenFed Visa card you earn points that you convert to cash (in the form of a Visa prepaid card), merchandise or travel. The points work out to 5 percent for gas, 3 percent for groceries and 1 percent for everything else. And there?s a bonus: You get 5,000 points after your first purchase and 20,000 points if you spend $1,000 in the first three months of having the card. There is a $15 yearly membership fee, and you don?t have to be in the military.?

Most major oil companies have their own credit cards. They usually offer great rewards (the Marathon gas card pays back 6.9 percent) but they can only be used at affiliated service stations.?

?If you are brand loyal, you should consider what that chain has to offer and compare it to the bank-issued cards,? says Odysseus Papadimitriou, CEO of Card Hub.?

A few cautions
Before you apply for any credit card, take the time to read all the terms and conditions. Be sure you know how the cash-back offer works and look for any restrictions.?

?There are pitfalls everywhere,? warns Anisha Sekar, vice president of credit and debit payments at NerdWallet. ?So you need to be on guard for a caveat in the rewards program that significantly lowers the value of the card.??

These pitfalls include:

  • Spending categories that rotate each quarter. That 5 percent reward on gasoline purchases could be limited to certain times of the year. And you may have to go online to sign up for that higher reward every quarter.
  • Spending tiers that must be reached in order to qualify for the maximum cash-back reward.
  • Limits on how much you can earn in a quarter or a year.?

Gasoline reward cards are not all the same. Take the time to find the one that?s best for you based on your spending habits.?

For example, the Costco American Express card pays 3 percent back on gas purchases but caps that reward at $3,000 worth of purchases a year. The American Express Blue Cash Everyday card gives 2 percent cash back on gas with no limits.?

Remember: Reward cards have high interest rates. So they only make sense if you pay your balance in full and on time?every month.?

?The rewards you get, as attractive as they may sound, are going to be more than eaten up by the high interest rate that you will be charged if you carry a balance,? warns Bill Hardekopf of LowCards.com.?
