North Korea says names Kim Jong-un top military commander (Reuters)

SEOUL (Reuters) ? North Korea announced on Saturday it has appointed Kim Jong-un, the anointed successor and youngest son of Kim Jong-il, as supreme commander of its 1.2 million-strong military, two days after official mourning for the late leader ended.

The North's state news agency KCNA said the appointment was made at a meeting of the Political Bureau of the Central Committee of the ruling Workers' Party on Friday.

KCNA said the Political Bureau members "courteously proclaimed the dear comrade Kim Jong-un, vice-chairman of the Central Military Commission of the Workers' Party of Korea, assumed the supreme commandership of the Korean People's Army," according to a will made by Kim Jong-il on October 8.

It did not elaborate on the will.

Since Kim Jong-il's death on December 17, the North's state media have dubbed Kim Jong-un "supreme commander." Some Korea-watchers say it may take Kim Jong-un some months to assume the full panoply of official titles held by his father.

But the announcement of the politburo's decision not only meant official approval of his control of one of the world's most powerful armed forces but also indicated the consolidation of his power could be much faster than expected.

Footage aired recently by the North's state TV has shown Kim Jong-un, believed to be in his 20s, flanked or followed by the North's top military officers and a coterie of leaders during a series of mourning ceremonies for his father.

This signaled a smooth transfer of power to Kim Jong-un, the third generation of his family to rule the unpredictable and reclusive communist state since shortly after World War Two.

"Faced with the sudden death of his father, Kim Jong-un and his supporters, who appear to be less prepared and insecure, may think they do not have much time in solidifying the young Kim's position," Professor Koh Yu-hwan, an expert on the North's leadership from Seoul's Dongguk University, told Reuters.

"The approval (of his supreme leadership of the military) should be one of the fastest ways to allow him the sovereign ruler position," Koh said. This ties in with the North's "military-first" policies on which Kim Jong-il relied heavily.

Kim Jong-un was named a four-star general and given the vice-chairmanship of the ruling party's Central Military Commission by his father in 2010.

Many Korea-watchers also expect the inexperienced new leader, who had only been groomed for rule since 2009, to lead with the aid of a close coterie around him that includes his uncle and key power-broker, Jang Song-thaek, at least in the early stages of the power transition.

Jang, husband of Kim Jong-il's younger sister, Kim Kyong-hui, stood behind his nephew in Wednesday's mass funeral parade, escorting the hearse carrying Kim's body.

Despite Pyongyang's determination to project an unbroken line from Kim Jong-un's iron-fisted predecessors, which began with his grandfather, Kim Il-sung, there have been questions among outsiders about his capacity to lead the country.

North Korea, whose military is pursuing a nuclear arms program, is technically still at war with the South and is suffering from chronic food shortages.

Labeling its opponents "foolish," North Korea warned the South on Friday it would stick to its hardline policies and said

Pyongyang would never engage with the current government of South Korea.

Offshore shell companies facilitate Florida land scams

Florida is the No. 1 state in the country for international residential real estate sales with almost one-third of the nation's foreign-backed property transactions.

Most deals are in cash.

However, Florida and the federal government may be left holding the bag, according to an investigative report from the Florida News Connection.

Some investors in the Florida housing market have found a way to avoid paying everything from state title transfer fees to federal capital gains taxes by going off-shore to places like a Caribbean island called Nevis.

The domestic housing bust made Florida properties appealing to overseas investors wanting to buy a house or condo in the Sunshine State, and 76 percent pay in cash. State and federal governments normally would get their cut of each transaction in fees and capital gains taxes.

A loophole is created when investors set up a shell company in an off-shore tax haven to buy a Florida condo.

R.M. Woodnutt, a former off-shore agent in Gibraltar, said tax avoidance is the name of the game.

"If you transfer the stock in the offshore company and do not actually sell the company or the real estate property outright, then you certainly avoid paying any taxes on the transaction. That is the beauty of all this," Woodruff said.

The Miami International Real Estate Congress claims foreign investment in South Florida is growing, and industry experts are predicting in 2012 there will be even more international interest in the area.

Creating an offshore company is simple, and can be done online: OffshoreFormations247.com specializes in creating shell companies to hide individual identities and assets. It is based in Nevis, a little Caribbean island just 200 miles south of Puerto Rico.

"A lot of people like Nevis 'cause it's quick and easy: three- to five-day turnaround to get a company back. For an LLC it costs only $1,295, a corporation is only $1,695. The only thing you need is name of the company, who the director will be and where to send it."

The offshore company buys the property in Florida. When it goes to unload it, the bearer certificates of company ownership are transferred to the new owners. There is no record in Florida of a sell-buy transaction, so no transfer fees or capital gains taxes are ever paid.

Rosa Schecter, an international real estate attorney in Coral Gables, said buying Florida property normally requires slogging through a lot of red tape and paying thousands in taxes and fees.

"There are different kinds of taxes," Schecter said. "There are transfer taxes that are associated with every real estate transaction in Florida that you have to pay on a deed; there also are intangible taxes that are due on promissory notes, and documentary stamp taxes. If a property is sold and there is gain on it, obviously there is tax to be paid on that gain."

Such taxes and fees are never recorded because as far as Florida is concerned, the property never changed hands - the deed is still recorded in the offshore company's name. What did change hands was the stock in the offshore company, a transaction that need not be disclosed.

Most overseas buyers do not qualify for an exemption from capital gains taxes since the properties are not usually their primary residence. Forming an offshore company to purchase a house in Florida hides any record of the property changing hands, thus no capital gains are recorded on the tax rolls.

There are advantages for American citizens, too, like dodging debts, child support or alimony payments.

Several state and federal law enforcement agencies have been made aware of this off-shore scheme.

Steven Tyler and Erin Brady: Engaged!?


Steven Tyler is engaged to Erin Brady, according to reports.

TMZ spotted a rock on her finger this weekend and cites sources claiming it is in fact an engagement ring. It is a rather large diamond, for sure.

Tyler, 63, and Brady, 38, were in Maui on Christmas day along with her massive ring. It's unclear if Tyler proposed before or during the vacation.

LA coroner says Heavy D died of natural causes

LOS ANGELES (AP) ? The Los Angeles coroner's office says Jamaican-born rapper Heavy D died of natural causes.

The self-proclaimed "overweight lover" of hip hop, who became one of rap's top hit makers with a combination of humor and positivity, collapsed outside his Beverly Hills home on Nov. 8. The 44 year-old rapper, whose real name was Dwight Errington, died later at a hospital.

Coroner's office spokesman Craig Harvey said Tuesday that weight and a transcontinental jet flight were contributing factors.

The cause of death was pulmonary embolism and deep leg vein thrombosis. He also had arteriosclerotic cardiovascular disease.

Heavy D became one of the genre's most integral stars in the late 1980s and early 1990s. His hit "The Overweight Lover's in the House" played up his hefty frame.

US extradites war crimes suspect to Bosnia (AP)

SARAJEVO, Bosnia-Herzegovina ? The United States has extradited a Muslim Bosnian woman accused of killing Bosnian Croat civilians during the 1990s Bosnian War, authorities said Tuesday.

The prosecutor's office said Rasema Handanovic, 38, has arrived in Bosnia and will appear in front of judges Wednesday.

Handanovic ? who has a son and parents in the U.S. ? was extradited a week after the U.S. handed over her alleged comrade Edin Dzeko, 39, who is accused of taking part in the same killings.

Both are alleged to have belonged to a Bosnian Army unit that attacked the southern Bosnian Croat village of Trusina in 1993, killing 18 civilians. Witnesses say she personally shot some victims in the head.

Handanovic had been living in Beaverton, Oregon, and was arrested in April at the request of Bosnian authorities.

She immigrated to the U.S. and became a citizen in 2002. Dzeko immigrated to the U.S. in 2001, and became a naturalized citizen in 2006. He had been living in Washington state.

U.S. Magistrate Judge Donald C. Ashmanskas had denied Handanovic bail in April while she awaited the ruling on her extradition, saying that she posed a danger to society in the U.S. and Bosnia. Dzeko told a judge at his November extradition hearing in Seattle that he wants to be tried in Bosnia and clear his name.

Handanovic and Everett are accused of killing 16 or 17 people in a tiny mountain village called Trusina on April 16, 1993. Such charges carrying a minimum sentence of 10 years in prison.

The charges are based on the statements of fellow combatants who were given anonymity and state protection by the Bosnian government in exchange for their testimony.

Civil war among Bosnia's three main groups ? Muslims, Serbs and Croats ? broke out in 1992 and lasted until 1995, killing 260,000 people and driving 1.8 million from their homes. Muslims and Croats were allied against the Serbs at the start of the war, but they became enemies when Croat forces sought to capture territory held by the Bosnian army.

War crimes trials have been occurring since the end of the war. The worst atrocity was Bosnian Serbs' slaughter of 7,500 Muslims in Srebrenica in July 1995. The killings galvanized international will to end the war.

The testimony from combatants differs somewhat, but the underlying narrative, included in the prosecution's file, is consistent.

According to it, Handanovic's unit rounded up a group of Croat residents and, along with three captured soldiers from the Croatian military, bound and shot them, the combatants said.

As they lay dying, she "shot into the heads of two or three (Croat) soldiers who were lying on the ground and showing signs of life," a combatant testified. "She might have shot more of them, but I cannot remember now."

PPM to file case against President for causing undue influence on by-elections

The Progressive Party of Maldives (PPM), which is spear-headed by the former President Maumoon Abdul Gayoom has announced that the party will be filing a case against President Mohamed Nasheed at the Anti-Corruption Commission, Elections Commission and Maldives Police Service for trying to cause undue influence on the by-elections of Haa Alif Filladhoo and Shaviyani Narudhoo.

PPM Council member, Mohamed Nimal informed Miadhu Daily that the President visited the two islands and tried to influence the by-elections by making promises to initiate development projects in the two islands.

Nimal said that President Nasheed participated in a campaign for the MDP candidate and promised to establish the sewerage system and to build flats and a pre-school.

Nimal said that it is a common trait of President Nasheed to make false promises to the people during elections.

The Houston Astros and Boston Red Sox made a trade last week that sent Astros? closer Mark Melancon to the Red Sox in exchange for infielder Jed Lowrie and Kyle Weiland.

Who Will Nab Red Sox Closer Role?

Mark Melancon had 20 saves for Houston this year, going 8-4 with a 2.78 ERA and 1.22 WHIP in 71 relief outings during his first full major league season.? He was the Astros closer for the final five months of the season.? Melancon is not your typical high heat closer as his best pitch is his curve ball.

It remains to be seen as to where Melancon fits in the Boston plans.? He could be a setup man or he could be an insurance policy if the Sox don?t pick up the A?s Andrew Bailey in a trade or sign free agent Ryan Madson from the Phillies.? If Madson signs with the Red Sox, it will simply be a closer swap between Philadelphia and Boston as Jonathan Papelbon is now in that role with the Phillies.? Depending on what happens with the closer role, the Red Sox may choose to move Daniel Bard into a starting role.

If Melancon is going to be the closer, Red Sox GM Ben Cherrington is certainly not letting on.? ?We believe he?s definitely capable of closing and capable of pitching in the ninth inning for us,? Cherington said. ?But those are questions for Bobby [Valentine], with help from his pitching coach, during spring training to answer and figure out the right roles for everyone.?

Fantasy Baseball Projection 2012: Mark Melancon ? Obviously, Melancon?s value depends on whether he is indeed going to be the closer in Boston or not.? Set up guys get no respect in fantasy baseball so we?ll wait and see what Melancon?s ultimate value is.

Jed Lowrie ? Sleeper Pick for 2012

HIGH FIVE: Jed Lowrie is our first fantasy baseball sleeper for 2012.

Lowrie, 27, has been plagued with a series of injuries that have put him on the DL at least once over each of the last three seasons.? A healthy Lowrie that is given the chance to play every day in 2012 would make him a solid infield sleeper product, especially since Lowrie played all four infield positions last year.

He?s a switch hitter, but does not hit well from the left side.? Over the past three years, he?s at .209 versus righties and .322 versus lefties.? Makes you wonder if he should be going both ways at all.

?For me it?s about playing, and that?s always what I?ve wanted,? Lowrie said. ?Hopefully, I get that opportunity in Houston.?

On a team that is struggling for veteran leadership, the career .252 hitter Lowrie will likely get that chance.

Fantasy Baseball Projection 2012: Jed Lowrie ? Jed Lowrie could have a breakout year in 2012.? For a young guy, he?s had his share of injuries already.? He?ll be given the chance to play every day in Houston for the first time in his career and will be tutored on how to hit better from the port side.? Lowrie is our first sleeper named for the 2012 season.? With less pressure to produce in Houston, we think Lowrie will be a .265 hitter with 12 home runs.? He?s not much a base stealing threat at all, but his ability to play all four infield positions make him a late round pick in deep mixed leagues or National League only leagues.

Kyle Weiland Role with Astros

Kyle Weiland appears to be the throw-in to the deal.? Weiland spent most of last year in the minors, but did get called up and got shelled to the tune of a 03 record and 7.66 ERA.? He will be given a chance to earn a spot in the Astros? starting rotation for 2012.

Fantasy Baseball Projection 2012: Kyle Weiland ? Kyle Weiland is currently a long shot to participate on any fantasy baseball roster for 2012.

Astros Closer Role

With Melancon gone, the Astros do not have a clear cut closer for the 2012 season.? Brandon Lyon was their guy, but lost the job in May after an injury and struggling mightily.? Lyon has experience as a closer, but he?ll be in the last year of his contract in 2012 so it would likely follow the formula that any coveted experienced player would be traded for stockpiling two young players in return as the Astros did in this deal.

The closer role for Houston last year was nothing short of a disaster.? The Astros had 25 blown saves, third largest in the MLB, in 50 games!

If Lyon is not the guy or he is dealt for prospects, Wilton Lopez is a guy who could step into that role for 2012.? Another possibility is converted catcher, David Carpenter who can hit 95 MPH.

Another possibility is right-hander Juan Abreu, acquired from the Braves in last summer?s Michael Bourn trade.? He struck out 12 batters in 6 2/3 innings in his Major League debut last season and has been clocked at 99 MPH.

A final possibility is hard-throwing Rhiner Cruz who was acquired in the Rule 5 Draft earlier this month. He hit 98 mph last spring, but has struggled to control his pitches. He walked 39 batters and struck out 51 in 58 2/3 innings last year at Double-A Binghamton for the Mets.

Fantasy Baseball Projection 2012:? Brandon Lyon ? It?s a wait and see game for Brandon Lyon as the Astros? closer.? It is likely that Lyon will open the season as the Astros closer, but be dealt by June.

Report: Virginia GOP May Have Improperly Excluded Signatures From Perry, Gingrich

Tom White has an exclusive that could be an important development in Virginia's ongoing GOP soap opera:
I know that it is highly improbable that I am the only person in the country that has actually read the Code of Virginia on Presidential Primaries, but the requirement that signatures also include an address IS correct for a statewide election, but not for a Presidential Primary, though the number of signatures are identical.

Anyone know an election attorney available on Christmas?

Various reports have stated that the signatures turned in by Newt Gingrich included at least 2,000 that were invalidated because there was no address given with the signature.

If this were a Virginia Statewide office, that would be correct. But this is a Presidential Primary. And while the rules are similar, they are actually addressed in two separate sections of the Virginia Code.

There is a requirement in a Statewide General Election that the address be included, but there is no such requirement for a presidential primary. The number of signatures are the same, 10,000 and 400 per Congressional District. But the address requirements are different.


Tom suggests that Gingrich and Perry request that the signatures excluded for lack of address be reinstated and a recount be initiated.

If this report pans out, it could be another huge story attributed not to legacy media, but to what I like to call the new mainstream media.

Caring for Low Birth-Weight Baby Hard on Moms: Study (HealthDay)

THURSDAY, Dec. 22 (HealthDay News) -- Women with low birth-weight babies -- those less than about 3.3 pounds -- are more likely to have health problems five years later than mothers of normal birth-weight children, a new study finds.

Researchers from the University of Wisconsin-Madison said that addressing the stress these mothers face could help them avoid future health problems.

"We found that caring for a baby born very low birth weight can have negative downstream effects for maternal health," said the study's leader, Dr. Whitney Witt, an assistant professor of population health sciences at UW School of Medicine and Public Health, in a university news release. "This suggests that mothers of these babies and their families should get help and support both early on and as the child grows up, in order to keep the whole family healthy."

In conducting the study, researchers interviewed about 300 mothers of very low birth-weight babies and 300 mothers of normal-weight babies. They found the mothers of low birth-weight babies have more stress than other mothers, which could take a greater toll on their physical health.

Women whose low birth-weight babies had behavioral problems at age 2 also had worse mental health years later than other women. The researchers noted this also could be due to increased stress.

The study, published online Dec. 10 in the journal Quality of Life Research, also revealed that the longer the babies spent in the neonatal intensive care unit, the greater the negative effect on a mother's health.

"This study suggests that having a child born very low birth weight can have a lasting effect on mothers, and long-term or chronic stress may play a very important role," said Witt. "This is important information for pediatric and family medicine clinicians, so they can monitor, refer and treat these at-risk mothers as needed."

Turkey slams France over genocide debate (AP)

ISTANBUL ? Turkey responded to French genocide allegations with a charge of its own Friday, accusing France of committing genocide during its colonial occupation of Algeria.

French lawmakers passed a bill Thursday making it a crime to deny that the mass killings of Armenians by Ottoman Turks constitute genocide.

The deepening acrimony between two strategic allies and trading partners could have repercussions far beyond the settling of accounts over some of the bloodiest episodes of the past century.

Turkey was already frustrated by French opposition to its stalled European Union bid, and hopes for Western-backed rapprochement between Turkey and Armenia seem ever more distant ahead of 2015, the 100th anniversary of the Armenian killings.

The bill strikes at the heart of national honor in Turkey, which maintains there was no systematic campaign to kill Armenians and that many Turks also died during the chaotic disintegration of the Ottoman Empire.

The French bill still needs Senate approval, but after it passed the lower house, Turkish Prime Minister Recep Tayyip Erdogan halted bilateral political and economic contacts, suspended military cooperation and ordered his country's ambassador home for consultations.

Turkey and France worked closely together during NATO's operation against Libyan dictator Moammar Gadhafi, and had been coordinating policy on Syria and Afghanistan.

"What the French did in Algeria was genocide," Erdogan said Friday in a heavily personal speech, laced with criticism of French President Nicolas Sarkozy.

He alleged that beginning in 1945, about 15 percent of the population of Algeria was massacred by the French. He also said Algerians were burned in ovens.

"They were mercilessly martyred," he said.

Erdogan appeared to be referring to allegations that the French burned the dead in ovens after a 1945 uprising that began in the Algerian town of Setif. Algerians say some 45,000 people may have died. French figures say up to 20,000.

The French bill's passage "is a clear example of how racism, discrimination and anti-Muslim sentiment have reached new heights in France and in Europe," Erdogan said. "French President Sarkozy's ambition is to win an election based on promoting animosity against Turks and Muslims."

France holds presidential elections in April.

Turkish Foreign Minister Ahmet Davutoglu said the French vote was comparable to attempts by Mideast rulers to stifle free speech.

"Europe has philosophically and ideologically reverted to the Middle Ages," Davutoglu said at a conference of Turkish ambassadors in Ankara, the capital.

The French Foreign Ministry said the statements from Turkey were unhelpful and below the belt.

"We deplore the recourse to excess and to personal attacks which are not at the level of the stakes or the mutual interest of our ties," a ministry statement said.

Paris "assumes with lucidity and transparency its duty of memory in the face of tragedies which marked its history," the statement said, an allusion to France's admission that the state had a role in the deportation of Jews to Nazi death camps, and apparently a veiled nod to its past in Algeria, which gained independence in 1962 after a brutal seven-year war.

France formally recognized the Armenian killings as genocide in 2001, but had previously provided no penalty for anyone refuting that. The bill sets a punishment of up to one year in prison and a fine of euro45,000 ($59,000) for those who deny or "outrageously minimize" the killings, putting such action on par with denial of the Holocaust.

France is committed to human rights and respect for "historical memory," Sarkozy said in Prague, where he was attending the funeral of Vaclav Havel, the dissident who became president of the Czech Republic.

"France doesn't give lessons to anyone, but France also doesn't plan on taking them," Sarkozy said in a clip shown on France's LCI television. "I respect the convictions of our Turkish friends ? it's a grand country, a grand civilization ? and they must respect ours. To cede on one's convictions is always cowardice, and one always ends up by paying for cowardice."

Most historians contend the Ottoman killings of up to 1.5 million Armenians constituted the first genocide of the 20th century. But the issue is dicey for any government that wants a strong alliance with Turkey, a rising power. In Washington, President Barack Obama has stopped short of calling the killings genocide.

The Armenian National Committee of America said the French vote "reinforces the growing international consensus ? and the mounting pressure on Turkey ? for a truthful and just resolution of the Armenian Genocide."

Learn the art of the iPad at Two Rivers

Many lucky Prince George residents may wake up to find an iPad under their tree at Christmas time.

Those who have joined the iPad revolution can now get together? with a group of like-minded enthusiasts for Two Rivers Gallery?s new class in iPad Art. This year British artist David Hockney impressed the world with an exhibition of his digital art produced exclusively on the iPhone and iPad.

New technologies continue to challenge ideas about how art can be produced and shared. Carolyn Holmes, public programs manager, is excited about the possibilities these digital sketchpads are capable of.

?iPads and similar digital platforms are often an entry point to creating for those who may be too unsure of themselves and their abilities to make art using traditional materials.?

Artist and new media educator Kim Stewart will introduce iPad users to traditional art-making media and their virtual counterparts.

Students will have a blast experimenting with the media tools, drawing directly from life using the touchscreen and participating in weekly digital art making challenges. No previous art experience is necessary.

?iPad art is a form of accessible self-expression for me,? says Stewart. ?It is as spontaneous and portable as I am. I use the iPad like a visual diary to record my creative thoughts and ideas as well as what I see in the world around me. It is the perfect tool for creative beginners and artists of life. US offers $10 million for al-Qaida financier

The United States on Thursday established a reward of up to $10 million for information leading to Yasin al-Suri, accused of operating from Iran as a facilitator and financier for al-Qaida.

The bounty is the first offered for an al-Qaida financier and is aimed at disrupting a financial network that has operated from within Iran's borders since 2005, said Eytan Fisch, a senior Treasury Department official.

Robert Hartung, a senior State Department official, said that under an agreement between al-Qaida and the government of Iran, al-Suri had helped move money and recruits through Iran to al-Qaida leaders in neighboring countries.

Hartung said al-Suri, who is originally from Syria, also was known as Ezedin Abdel Aziz Khalil.

The U.S. Treasury Department in July blacklisted al-Suri and five other members of his network, exposing what the United States says are direct links between Tehran and the al-Qaida network.

Hartung said al-Suri's network serves as an important conduit for channeling both money and fighters from around the Middle East to al-Qaida leaders in Afghanistan, Pakistan and Iraq.

"He is a dedicated terrorist working in support of al-Qaida with the support of the government of Iran," Hartung said. "As a key fundraiser for the al-Qaida terrorist network, he is a continuing danger to the interests of the United States."

Since 1984 the U.S. Rewards for Justice program has paid more than $100 million to more than 70 people who provided credible information that either prevented terrorist attacks or helped bring accused terrorists to justice, the State Department's Hartung said.

Romney begins making closing argument to voters (AP)

BEDFORD, N.H. ? Sharpening his message ahead of voting in Iowa and New Hampshire, Republican presidential hopeful Mitt Romney argued Tuesday that President Barack Obama is pushing to make the United States more like Europe.

In a speech Tuesday, the former businessman was expected to tell voters that he would turn the U.S. into an "opportunity society" while Obama's policies would create an "entitlement society" with more people dependent on government welfare.

Romney's message contrasts with the argument the Democratic president has started to articulate for his re-election, in which he calls for an economy that offers "fair play, a fair shot and a fair share."

The former Massachusetts governor is using the speech to open four straight days of campaigning in New Hampshire, which holds the nation's first primary on Jan. 10. Romney must win New Hampshire if he hopes to become the Republican nominee.

Two weeks remain until voting begins Jan. 3 in Iowa, though Romney will focus on New Hampshire through Christmas in a sign of the state's importance to his political strategy.

Romney laid out his basic principles in an opinion piece published Tuesday in USA Today.

Ontario watchdog warns on green energy costs (Reuters)

TORONTO (Reuters) ? The high cost of Ontario's green energy plan may drive up electricity bills significantly in the province in the future, the government's auditor general said in his annual report on Monday.

He also said wind and solar projects launched under the province's green energy plan had been fast-tracked without the usual oversight.

"There has been a lack analysis that you'd normally find when you're investing billions of dollars," Ontario Auditor General Jim McCarter said.

He added it is critical that the government do more analysis so that it can strike a balance between promoting renewable energy through the provision of financial incentives and managing the impact of those incentives on the energy bills of homeowners and businesses.

The government has already said it is concerned about the impact of its generous green energy subsidies on ratepayers and that it will address the issue in a review of the program that it launched recently.

The auditor general's annual report will likely be used as ammunition by opponents of Ontario's minority Liberal government. Ontario Premier Dalton McGuinty has championed green power, arguing that building solar and wind projects will create jobs and build expertise in a growing sector. But opposition politicians have complained bitterly about rising electricity costs.

The value-for-money audit also scrutinized the special debt retirement charge for Ontario Hydro, the former government-owned power company, on monthly electricity bills in the province. It said that since they started paying the charge in 2002, taxpayers have already paid C$900 million ($888 million) more than the initial assessment of C$7.8 billion for Ontario Hydro's "residual stranded debt", without the required update from the finance ministry.
